ANIMATE THIS: ANIMAHENASYON 2007 highlights original Pinoy animation
The Filipino animator must be one of the most overlooked artists in
the Philippines. As diligent and creative as the Pinoy independent
filmmaker but not as recognized, the local animators have, for the
longest time, been looking for a chance (and in some cases, a venue)
to finally showcase their originality and talent. Strangely enough, it
is the foreign animation companies that have been recognizing the
local animators by giving them steady work for the many years now.
Indeed, it has been an open secret that some of the cartoons produced
by foreign production houses employ Pinoy animators. No doubt about
it, Filipino animators are talented but the question is: when will
they be given the spotlight they so rightfully deserve?
Enter ANIMAHENASYON 2007, Pinoy Animation Festival slated on November
21 to 27 at Robinsons Galleria's Indie Cine. The festival aims to
finally give professional and amateur Filipino animators a venue where
they could screen their original works. "I think it is about time to
give these animators a chance to show their own works," says Ricky
Orellana, festival director of ANIMAHENASYON. "After all, they have
been working on other's people's materials for the longest time." He
says that viewers might be surprised to discover that Pinoy animators
are not just copycats of American or Japanese animation. "We have our
own style," he says.
Indeed, if the entries this year prove anything, it's that Filipino
animators are hard to pigeonhole. "Some are in 2-D and 3-D and some
used cell animation but what is really surprising is that we received
entries from all over the Philippines: from Baguio to Iloilo, from
Lapu Lapu to Marinduque," Orellana said. Suffice to say that the
topics are also diverse. Some are interpretation of local folklore and
some are original stories by the animators themselves. "Even now, I
expect our judges to have a hard time picking which entries to include
in the final list," the festival director said, "because some of the
entries are really good."
And since ANIMAHENASYON's goal is to spotlight Pinoy animators, what
better way to do that than to have two very successful Filipino
animators from PIXAR (Toy Story, Finding Nemo) and Dreamworks (Shrek,
Madagascar) to give a talk during the festival. "Aside from the
original Pinoy works, we are also inviting two Pinoy animators who
have done significant work in mainstream Hollywood," says Orellana. "Hopefully, the forum will give animators a chance to discuss
pertinent issues concerning not only the local industry but the
international animation industry as well."
And like any other festival, ANIMAHENASYON will hand out various
awards for deserving entries. Up for grabs are the GRAND PRIZE AWARD,
AWARD for BEST REGIONAL ENTRY, JURY'S SPECIAL AWARD, and AUDIENCE'S
SPECIAL AWARD, among others. But of course, as the festival organizers
never fail to point out, the real prize is that finally Pinoy
animators are not just anonymous workers toiling on some cartoon
series but, through ANIMAHENASYON, artists in the real sense of the
word.
ANIMAHENASYON 2007 is spearheaded by the Animation Council of the
Philippines Inc. (ACPI), a non-stock and non-profit organization. The
members of ACPI specialize mainly in—but not limited to— 2D or 3D
animation. The organization, which is recognized and supported by the
Philippine government, aims to create an identity for the Philippines
to be considered among the preferred countries that service the
animation industry.

Rules & Regulations
I. INTRODUCTION
1.) The Animahenasyon 2007 Pinoy Animation Festival is organized by the Animation Council of the Philippines, Inc. (ACPI).
2.) Animahenasyon 2007 will be held in Manila, Philippines, from the 21st to the 25th of November 2007. Its main purpose is the promotion of Original Content in Philippine animation and the recognition of the Filipino talent in the field of animation, aiming for local and international animation excellence and competitiveness.
3.) Animahenasyon 2007 will be comprised of a COMPETITIVE PROGRAMME, FORA and INFORMAL TALKS.
II. GENERAL INFORMATION
4.) The Competition is open to Filipino professional and student/amateur animators. Since this is the first of a series of continuing festival that ACPI will be organizing, works completed since the year 2000 are still eligible for competition (see Categories for Competition).
5.) Entry works shall be made "frame by frame", including computer graphics animation.
6.) Entries selected for competition will be accepted in the DVD formats only, each one containing a single work.
7) Entries must contain a color bar of 1 minute followed by a sound signal of 0dbs (1000 cycles per second) and a black leader of 5 seconds at the beginning.
8.) Copyrighted characters, scripts, music, etc., cannot be used in the works without the copyright owner's agreement. A certification from the copyright owner (artist/record company/ producer) is required to be submitted together with the entry. Failure to obtain such agreement will result in the works being disqualified from competition.
9.) Categories for Competition:
PROFESSIONAL DIVISION
A - One minute up to 5 minutes
B - 6 minutes up to 20 minutes
C - 21 minutes up to 60 minutes
D - Full-animated Feature (more than 60 minutes)
E - Music Video
F - Title Sequences, Publicity and Information, Demo Reel (30 seconds up to 1 minute)
G - TV Series
STUDENT/ AMATEUR DIVISION
H - One minute up to 5 minutes
I - 6 minutes up to 20 minutes
J - Music Videos
K - Title Sequences, Publicity and Information, Demo Reel (30 seconds up to 1 minute)
10.) Entrants participating under the STUDENT DIVISION should attach a photocopy of their current School ID and School Registration Form together with the Entry Form. If the student is enrolled in a workshop, a photocopy of the Original Receipt or Certificate of Attendance is required.
11.) The Entry Form must be filled as accurately as possible. Entrants should clearly indicate the name of the Animation Director and the Producer of the entry. The Festival Organizer is not liable to the mistakes indicated by the entrant.
12.) Entrants must clearly state in the Entry Form to which Category they apply. However, should the need arise, the selection committees reserve the right to reassign it to another category. The organizers shall contact the participant/s before making any change.
13.) Entrants may only submit one entry per category.
III. REGISTRATION
14.) Entry Forms are available at the ACPI head quarters. They may also be downloaded from the ACPI website: www.animationcouncil.org

15.) Entry Forms may be reproduced or photocopied.
16.) One Entry Form is required for each work.
17.) No registration fee is required.
18.) Application period is from May 1 to October 1, 2007.
19.) The Entry Form must be sent together with:
a.) Three (3) photo stills from the work;
b.) One (1) Photo of the Animation Director;
c.) Brief Biography of the Animation Director (not more than five sentences);
d.) Copy of the entry for Pre-Selection.

20.) No Entry Form will be accepted if the required information and materials are not included.
21.) All Entry Forms and Related Materials must be submitted on or before October 1, 2007 and must be sent to:

22.) Entrants will shoulder the shipping or air courier costs of entries and materials, either for Pre-Selection or Competition.
23.) Finalists will be required to submit a mini-dv copy of their works for screening purposes. For better organization, the final DVD copies for exhibition in the Competitive Programme must arrive at the ACPI office not later than October 31, 2007. The organizers will not be held responsible for the exclusion from the program of entries received after October 31, 2007.
IV. SELECTION
24.) There will be a Pre-Selection Committee appointed by the Festival Organizer, largely constituted by people involved in animation. Their task is to select the finalists eligible for competition. Entrants will be officially notified after the selection.
25.) Pre-Selection will be held on October 6, 2007. Finalists shall be notified within the week following the pre-selection date to give them enough time to prepare and send to the festival organizers their final screening copies (in mini-DV format).
26.) There will be a Competition Jury also appointed by the Festival Organizer, working in the field of animation. Their task is to award the best-animated entries from the chosen finalists in the Competition Programme. The names of juries will be announced on the festival souvenir program and during the award ceremony.
27.) Final judging will be held on October 12-16, 2007.
28.) The Jury will decide, according to their own criteria, based in the guidelines established by the Festival Organization. The decision of the Jury is final and they have the ability to attribute or not, the awards at their disposal. The Festival Organizer will appoint an Assistant Secretary, with no right to vote, to assist in the Jury's tasks.
29.) ACPI Officer or members of the Pre-Selection Committee or Competition Jury are disqualified from entering the competition.
V. AWARDS AND PRIZES
30.) GRAND PRIZE AWARD
To be attributed to the PRODUCER of the BEST ANIMATION chosen among the winning entries in the Professional Division and Student Division, granted by the Competition Jury. It consists of a Trophy, a Participation Certificate and a Cash Award of P200,000.
31.) AWARD FOR THE BEST ENTRY IN EACH CATEGORY
These will be given by the Competition Jury following their own criteria and, according to each category in the Professional Division and Student Division, they are constituted by: a Trophy, a Participation Certificate, and Cash Award. The Cash Award for each category are the following:

34.) PAF ACHIEVEMENT AWARD
A Special Recognition Award granted by the Animation Council of the Philippines, Inc. (ACPI) to pioneering efforts and special achievements in the field of Philippine Animation. It consists of: a Trophy and a Participation Certificate.
35.) AUDIENCE'S SPECIAL AWARD
Special Award granted by the audience in PAF 2007, through vote. It consists of a Trophy and a Participation Certificate.
VI. FINAL ARRANGEMENTS
36.) All submitted materials (Still Photos, Animation Director's Photo, Biography, Screening Copies both Pre-Selection and Final) required by the Festival Organizer will remain in the ACPI Archives. The participants grant also the Festival the right to exhibit the winning entries in whole or in part on television, on public places (theaters, schools), in print (publication), and in the Internet, for festival promotion and information both local and international.
37.) The submission of an entry implies acceptance of the current Regulations.
38.) The Festival Organizers will decide all matters not expressly provided for in these Regulations and their decision shall be final.
