REGULATIONS
I. INTRODUCTION
1. The Animahenasyon 2009: 3rd Pinoy Animation Festival is organized by the Animation Council of the Philippines, Inc. (ACPI).
2. Animahenasyon 2009 will be held in Manila, Philippines from the 25th to the 28th of November 2009. The festival aims to encourage the production of original content in Philippine animation, recognize the Filipino talent in the field of animation, and achieve local and international animation excellence and competitiveness.
3. Animahenasyon 2009 will be comprised of exhibits, animated films in competition and exhibition, international and business forums, master class/workshop and the awards night.
II. GENERAL INFORMATION
4. The competition is open to Filipino professional and student/amateur animators. Since this is the third of a series of continuing festival that ACPI will be organizing, only works completed from the year 2007 to present are eligible for competition (see categories for competition).
5. Entry works shall be made “frame by frame,” including computer graphics animation.
6. Entries selected for competition will be accepted in mini DV formats only.

Entries must contain one minute of color bar with sound signal 0dbs (1,000 cycles per second), and then followed by a black leader of 5 seconds.
8. For the student/amateur category: everything is assumed to be an original creation. With regard to using music, original music is encouraged and preferred. However, one may still use existing music as long as this is properly acknowledged and credited, and the animated work submitted was done as a school project or thesis and was completed during the period when s/he was a student. Failure to acknowledge or provide credit to the rightful copyright owners will result in the works being disqualified from the competition.
9. For professional category: everything is assumed to be an original creation. In case copyrighted characters, scripts, music, etc. are used, the entrant cannot submit the animated work without securing agreement/permission from the copyright owner. A certification from the copyright owner (artist/record company/producer) is required to be submitted together with the entry. Failure to obtain such agreement will result in the works being disqualified from the competition.
10. Categories for competition:
PROFESSIONAL DIVISION
A - One minute up to 5 minutes
B - 6 minutes up to 20 minutes
C - 21 minutes up to 40 minutes
D - Full-animated feature (beyond 40 mins.)
E - Music video
F - Title sequences, OBB, infomercials, TVCs, demo reels (30 seconds up to 1 minute)
G - TV series
STUDENT/AMATEUR DIVISION
H - One minute up to 5 minutes
I - 6 minutes up to 20 minutes
J - 21 minutes up to 40 minutes
K - Music video
L - Title sequences, OBBs, infomercials, TVCs, demo reels (30 seconds up to 1 minute)
11. Entrants participating under the STUDENT DIVISION should attach a photocopy of their current school ID and school registration form together with the entry form. If the student is enrolled in a workshop class, a photocopy of the original receipt or certificate of attendance is required.
12. The entry form must be filled as accurately as possible. Entrants should clearly indicate the name/names of the animation director and the producer of the entry. The festival organizer is not liable for the mistakes or misrepresentations indicated by the entrant.
13. Entrants must clearly state in the entry form to which category they apply. However, should the need arise, the selection committee reserves the right to reassign it to another category. The organizers shall contact the participant/s before making any change.
14. Entrants may submit entries in the different categories but is limited to one entry per category.
III. REGISTRATION
15. Animahenasyon 2009 entry forms and regulations are available online and may be downloaded from the ACPI website: www.animationcouncil.org.
16. Entry forms may be photocopied and reproduced.
17. One entry form is required for each work submitted.
18. No registration fee is required.
19. Application period is from June 15 (Monday) to September 15 (Tuesday), 2009.
20. The entry form must be sent together with the following:
a. Three (3) photos from the work;
b. One (1) photo of the animation director;
c. Brief biography of the animation director (not more than 100 words);
d. CD containing the soft copy of the three items listed above in JPEG or GIF format
at 300 dpi resolution;
e. Copy of the entry for pre-selection in DVD format.
21. No entry form will be accepted if the required information and materials are not included and/or complete.
22. All entry forms and related materials must be submitted on or before 15 September 2009 and must be sent to:

23. Entrants will shoulder the shipping or air courier costs of entries and materials, either for pre-selection or final selection.
24. Finalists will be required to submit a mini-DV copy of their works for screening purposes. The final copies of competing works must arrive at the ACPI office not later than 30 September 2009. The organizers will not be held responsible for entries received after 15 October 2009 thereby resulting in the exclusion from the program.
IV. PROCESS OF SELECTION
25. There will be a pre-selection committee appointed by the festival organizers, largely constituted by the people involved in the fields of film and animation, and generally from the arts. Their task is to select the finalists eligible for competition. Entrants will be officially notified after the selection.
26. Pre-selection will be on September 18 and 19, 2009. Finalists shall be officially notified immediately the first working day after the pre-selection date to give them enough time to prepare and send to the festival organizers their final screening copies (in mini-DV format).
26. The festival organizers will appoint another set of jury who will handle the final judging and who also come from the fields of film and animation, and generally from the arts. Their task is to deliberate and identify the winners from the chosen finalists for each category. The names of the jury will be published on the festival souvenir program and announced during the awarding ceremony. Final Judging will be on October 3, 2009.
28. The jury will decide, according to his/her own criteria, based in the guidelines established by the festival committee. The jury has the power to declare (or not) the winner/s for the categories/division. The decision of the jury is deemed final and conclusive, and cannot be questioned, challenged or appealed against on any ground.
29. ACPI officers or members who are part of the festival committee and/or screening committee are disqualified from entering the competition.
V. AWARDS AND PRIZES
30. AWARD FOR THE BEST ENTRY IN EACH CATEGORY
These awards will be determined by the screening committee according to each category in the professional division and student/amateur division. Winners will be given: a trophy, a participation certificate, and cash prize. The cash prize for each category is as follows:

31. GRAND PRIZE AWARD
This award will be attributed to the producer of the BEST ANIMATION chosen among the winning entries in the professional and student/amateur divisions, and granted by the Jury. Awardee will receive a trophy, a certificate and a total of PhP 100,000 in cash and prizes.
All prizes are subject to a 10% withholding tax as per Philippine government law.
32. JURY’S SPECIAL CITATION
Granted by the Jury according to his/her own criteria, the special citation recipients will receive a trophy and a certificate.
33. AWARD FOR BEST REGIONAL ENTRY
This is a special prize granted by the Jury to the BEST ANIMATION produced from the REGIONS (outside of Metro Manila). Awardees will receive a trophy and a certificate.
34. ANIMAHENASYON LIFETIME ACHIEVEMENT AWARD
This is a special recognition granted by the Animation Council of the Philippines, Inc. to his/her pioneering efforts and achievements in the field of Philippine animation. The recipient (or representative) will receive a special trophy and a certificate.
35. AUDIENCE CHOICE
This is a special award granted by the audience through a text vote. There is no limit in terms of the number of text that one may send. The entry with the highest number of text message cast will win and receive a certificate.
VI. FINAL ARRANGEMENTS
36. All submitted materials (photos, animation director’s photo, biography, screening copies both pre-selection and final) required by the festival organizers will remain in the ACPI archives.
The participants also grant Animahenasyon 2009 the right to exhibit the winning entries in whole or in part on television, on public places (theaters, schools, etc.), in print (publication), and on the net for festival promotion and information both locally and internationally.
37. The submission of an entry implies acceptance of the current regulations.
38. The festival organizers will decide all matters not expressly provided for in these regulations and their decision shall be final.
